Bargaining Update 2011 #10

On August 19, 2011, the CSUEU bargaining team finished three days of contract negotiations with representatives of the CSU at Dominguez Hills.

Parking Fees

The CSU proposed changes to the structure of parking fees. Currently, parking fee increases are tied to the same percentage increase as any negotiated general salary increases; the CSU proposed eliminating that limitation so each campus could set parking fees as they see fit.

“This proposed change is insulting and unacceptable,” said Bargaining Unit 2 Chair Tessy Reese. “It’s a takeaway that would provide the CSU with an unlimited ability to raise parking rates. They’ve proposed no general salary increase, yet they want us to pay more for parking. We say ‘no way’!”

Contracting Out Language

The CSU also rejected CSUEU’s proposal on contracting out (Article 3) language.

“They totally failed to acknowledge the problems we have identified and shown them,” said Bargaining Unit 5 Chair Sharon Cunningham. “We provided evidence that contractors are getting paid for hours they haven’t worked and that contracts are being awarded to friends of MPPs. There are no controls. It is hurting our members, and it is hurting the CSU. They need to do something to fix it!” 

Bargaining Unit 9 Chair Rich McGee added, “They failed to notify us of a $60 million-plus contract. The system is broken. There is no confidence in the CSU’s ability to manage these contracts.”

Overview

During the three days of negotiations, CSUEU presented:

  • Article 5 – Union Rights
  • Article 7 – Grievance Procedure
  • Article 18 – Hours of Work
  • Article 21 - Benefits

The CSU presented:

  • Article 21 - Benefits
  • Article 3 – Management Rights
  • Article 7 - Grievance Procedure
  • Article 17 - Assignment/Reassignment
  • Article 20 – Salary

We have tentatively agreed to:

  • Article 15 --  Leaves of Absence with Pay
  • Article 22 – Professional Development
  • Article 27 – Labor Management Committees
  • Side Letter, LMC on Long-Term Compensation Strategy

Such tentative agreements remain subject to change up until the entire contract is approved.

The CSU has still failed to pass (that is, open up for discussion) all of the articles they “sunshined.” We are waiting for either a proposal or withdrawal of:

  • Article 24 -- Layoffs

Following are the remaining scheduled sessions:

  • Chancellor’s Office 9/7 - 9/9
  • Southern California - Location TBD 10/3 – 10/5
  • Location TBD 10/18 – 10/20

We are working on scheduling additional dates and will post them on our web site when they’ve been set.
