On Sept. 9, 2011, the CSUEU bargaining team finished another three days of contract negotiations with representatives of the CSU at the Office of the Chancellor in Long Beach.
The CSU has finally passed (that is, opened up for discussion) all of the articles they had originally “sunshined.” Article 24 (Layoff) had been their last holdout. CSUEU has maintained that not extending our contract, which expired at the end of June, without us at least having the chance to respond to all of management’s proposals was unnecessary and may even have been an Unfair Labor Practice (a charge has been filed with the state’s Public Employment Relations Board).
“We held engaging discussions on Articles 14 (Vacations and Holidays), 23 (Health and Safety, specifically the side letter on bullying proposed by CSUEU), and 28 (Family Medical Leave),” said VP for Representation Russell Kilday-Hicks. “Not all discussions lead to immediate proposals across the table, but management seemed increasingly willing to address the bullying issue.”
He added, “They told us about plans to include bullying education in some campuses’ workplace violence training. However, they have not yet accepted our side-letter proposal defining bullying and requiring every campus to create a policy and program to address this epidemic that affects so many of us.”
We also strongly suggested that the chancellor address this issue by creating an internal CSU policy directing campus presidents to take action.

Overall, we have tentatively agreed to:
- Article 15 — Leaves of Absence with Pay
- Article 22 — Professional Development
- Article 27 — Labor Management Committees
- Side Letter, LMC on Long-Term Compensation Strategy
Such tentative agreements remain subject to change up until the entire contract is approved by both the union members and the CSU Trustees.

- Pomona — 10/3 – 10/5
- Long Beach campus — 10/18 – 10/19
- Dominguez Hills — 10/20
