March 19: In a March 18 press conference, CSU Assistant Vice Chancellor Robert Turnage outlined budget recommendations to be made to the CSU Board of Trustees at its two-day meeting starting today. Strikingly, much of the discussion dealt with a proposed $38 million compensation pool available through collective bargaining to address compensation needs for faculty and staff that have gone unaddressed for five years.

An Associated Press report published in the March 12 edition of the San Francisco Chronicle asserts that it's only marginally easier to obtain financial records from CSU foundations today than it was before a recent state law went into effect requiring transparency. "Foundations on the CSU campuses provide a useful function, but within the CSU system there seems to be no controlling structure for accountability," comments CSUEU President Pat Gantt. "This may lead to some creative accounting in some cases, as well as discretionary spending that may raise concerns. In today's campus budgets, the funds--both state and foundation--are pooled at times, and all dollars are green."
