	&lt;br /&gt;
	I would like to welcome you all to our Board of Director’s meeting and thank you for patience and working with Dayna and I on holding our first hybrid board Statewide elections and meeting. &lt;/p&gt;

&lt;p&gt;There was an opinion brought forth about the ability of the Executive Officers to hold an emergency meeting to approve the adopted changes to Policy File Division 6 – Statewide procedures and that changes should only be done by the Board of Directors. The Executive Officers followed our governing documents and Policy File sections 403.00 and 1202.01 provides the necessary authority for action between regularly scheduled board meetings. &lt;/p&gt;

&lt;p&gt;Earlier this year we along with the CSU created the Working Group on Salary Structure. The Parties agreed to form the Working Group to review salary structure issues during the period of the successor Agreement. The Group is making progress toward salary inversion, retention concerns and possible solutions on the items that are being brought forth. One issue that is still a problem and why we formed this group is that the CSU wants to take the GSI’s that are giving through contract bargaining and use that to adjust for market rate salaries.&lt;/p&gt;

&lt;p&gt;According to Steve James, Labor Relations Advisor, CSU and CSUEU should not tell the workers they are getting a 3% GSI so they can then use it to adjust for market rate salaries. CSUEU does not and will not agree with this as a way to fix the market rate salary issues. The Group will be continuing their work and will be meeting again after the Governor and Legislature agree on a budget. The budget has to approved by the Legislature by June 28th.  &lt;/p&gt;

&lt;p&gt;&lt;br /&gt;
	The Joint Labor Council, which includes, SUPA, CFA, Teamsters, APC, UAW, UAPD and CSUEU, will be having quarterly meetings with Chancellor Castro. The purpose of these meetings would be to keep the lines of communication open and allow the Chancellor to provide periodic updates. The meetings will be 30 minutes in duration, and are designed for the Chancellor, or others, to share timely information with all.  The meetings are not meant to take the place of, nor be an alternative for, issues that would be appropriate for campus and Chancellor’s Office labor management meetings or the bargaining table.  The first meeting will be held on June 30th with a Zoom invite being sent to the Presidents of each Union before the scheduled meeting. &lt;/p&gt;

&lt;p&gt;This concludes my report. &lt;/p&gt;

&lt;p&gt;The CSUEU Board of Directors will be meeting every other Thursday through the end of August via video conferencing, in compliance with the state’s social-distancing guidelines. The two-hour meetings, from 7 p.m. to 9 p.m., feature both open and closed sessions. All employees represented by the Union can join and observe Open Sessions, which start at 7 p.m.&lt;br /&gt;
	&lt;br /&gt;

	In a first-ever virtual CSUEU town hall last week, members across the state gathered online to engage in a healthy and promising dialogue about what our Union can do to advance racial equality within the Union and at the CSU.&lt;br /&gt;
	&lt;br /&gt;

&lt;p&gt;"Historically when Black people have fought for a more democratic and fair society, the lives for all peole have improved," said Ariel Stevenson, a member from San Marcos who works in the Office of Inclusive Excellence. "And conversely, each time barriers to Black people's upliftment have been erected, our whole society has suffered. You can always center black lives, it is important because when you center black lives, everybody is included." Joining Ariel in the presentation were Vanessa Vincent, Chapter President, and Mike Geck, Chief Steward.&lt;br /&gt;

&lt;p&gt;President’s Report to CSUEU Board of Directors: November 9, 2019&lt;/p&gt;

&lt;p&gt;This has been a busy three months. There have been a lot of activities and a lot of planning that went into the preparation for this Board of Directors’ meeting.  &lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Legislative&lt;/strong&gt;&lt;br /&gt;
	Vicky McLeod, David Bella Hawkins and I attended the SEIU Above and Beyond event held on June 25th, to recognize legislators that have made an extra effort to support labor.  We nominated Assemblymember Dr. Shirley Weber for this recognition and she was recognized at this event for authorship of the bill and continued support of AB 369.   &lt;br /&gt;
	In October, an email was sent out to the membership, informing everyone that this bill is being held in the Senate as a two-year bill and the Governor is giving the CSU one last chance to bargain in good faith and restore steps back into our contract.  &lt;/p&gt;

&lt;p&gt;&lt;strong&gt;2020 Bargaining&lt;/strong&gt;&lt;br /&gt;
	We had an officer and committee meeting in October to discuss the 2020 Bargaining Campaign with all committee leaders including Organizing, Representation, Finance, Communications and Legislative.  The Bargaining and Organizing campaigns were presented at the Board of Directors Workshop on Thursday.  &lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Sacramento Chapter 303 - Trusteeship&lt;/strong&gt;&lt;br /&gt;
	In early September, I sent an email to the Board of Directors regarding placement of the Sacramento 303 Chapter into trusteeship, and my appointment of Pete Rauch as trustee.  Since then, Pete has been working with the chapter leadership, has had meetings with the chapter and is working to find people that are willing to serve in chapter leadership positions on the executive board.  The trusteeship was discussed in closed session and Pete Rauch will continue to serve as the trustee for Sacramento, Chapter 303.  &lt;br /&gt;
	&lt;br /&gt;
	&lt;strong&gt;Executive Director Search&lt;/strong&gt;&lt;br /&gt;
	I sent out a summary on October 21st of the steps we have taken to search, select, hire and retain an excellent candidate for the Executive Director position.  I would like to acknowledge the hard work of the Executive Director Search Committee and thank them for their commitment and time invested in securing this important position in our organization.  &lt;br /&gt;
	At the time of the writing of this report, we were in the final stages of the search committee.  &lt;br /&gt;
	Update: On November 8th, the Board of Directors voted to concur the search committee’s recommendation to hire Jim Philliou as CSUEU Executive Director. &lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Cal-OSHA Update&lt;/strong&gt;&lt;br /&gt;
	Since my last report, I had a follow-up meeting with Bob Senchy, an inspector from OSHA, and Catherine and I are following up and correcting any violations outlined in the report.  The violations were related to ergonomics and our Hazardous Communication Program.  &lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Other Updates&lt;/strong&gt;&lt;br /&gt;
	•    We had a wonderful Labor Day picnic at Fresno State, where around 200 people showed up and enjoyed catered food and fellowship.  We encouraged everyone to send letters to their legislators in support of AB 369.  &lt;br /&gt;
	•    An email went out to membership in October regarding the salary adjustments for executives and presidents of the CSU that range from $40,000 to over $100,000 each. In November, we will oppose these outlandish increases since the CSU states there are no funds available to support steps. If approved, these executive increases can amount to $800,000-$1,500,000 per year.  &lt;br /&gt;
	•    We had a Meet and Confer at the Chancellor’s Office regarding AB 119 (new employee orientation), and we came to an agreement which was sent out by Rocky Sanchez to the CSUEU Board of Directors, which described the process for recruiting members at new employee orientations.    &lt;br /&gt;
	•    In September, we had a staff meeting comprising executive officers and staff members that included training for the newer labor representatives.  In the meeting, Rocky Sanchez and Brian Young presented a bargaining outline for this upcoming 2020 successor contract.  &lt;br /&gt;
	&lt;br /&gt;
	&lt;strong&gt;Looking Forward&lt;/strong&gt;&lt;br /&gt;
	As a result of the executive director’s search and a better understanding of my role as president, it has become apparent that our organization lacks clear mission and vision statements and organizational goals.  I will be working to bring a professional consultant to facilitate a workshop at the March BOD that will help us develop these key building blocks which will help coalesce our organization and form the foundation for everything we do going forward.  &lt;br /&gt;

&lt;p&gt;&lt;strong&gt;LEGISLATIVE ADVOCACY&lt;/strong&gt;&lt;br /&gt;
	We continue to build on our Union’s warm relationship with Lt. Gov. Eleni Kounalakis. Following her visit to San Marcos earlier this year, when she met with Chapter President Vanessa Vincente, Executive Board Officer Pete Rauch and local chapter leaders, the Lt. Governor has also sat down with the chapter leadership at Cal State LA and San Jose State. When possible, we make sure our local chapter leadership can meet and talk with her directly, so she can get to know us better. Our goal for these meetings is for the Lt. Governor, who is a CSU Board Trustee, to hear directly from us, the frontline Support Staff. &lt;br /&gt;
	&lt;br /&gt;
	In April the legislative chair Vicky Mcleod, lobbyist David Bella-Hawkins, Catherine Hutchinson and I met with Joey Freeman Chief Deputy Legislative Affairs Secretary and Lande Ajose Senior Advisor on Higher Education at the office of Governor Gavin Newsome. We discussed and provided them with up-to-date information for AB369. &lt;br /&gt;
	&lt;br /&gt;
	In May our Union-sponsored our bill to restore 5% salary steps to Support Staff enjoyed strong bipartisan support and was passed by the State Assembly with a 69-3 vote. Recently, our bill cleared the Senate Education Committee (5-1). We need to continue to push our members to submit personal letters to their Senators as the bill faces two more critical votes: Senate Appropriations Committee and then the Senate floor Vote.&lt;br /&gt;
	&lt;br /&gt;
	In May, we had phenomenal success this year with our lobby efforts at the state Capitol. Our Legislative Committee is doing outstanding work all-around and building on efforts from previous years to hold the CSU accountable through state audits. The latest audit report once again shows serious mismanagement of public funds by the CSU. Our Union will continue to shine a spotlight on this issue.&lt;br /&gt;
	&lt;br /&gt;
	&lt;strong&gt;REPRESENTATION&lt;/strong&gt;&lt;br /&gt;
	VP for Representation Rocky Sanchez and others have held meet and confers with the CSU regarding statewide camera surveillance. We are adamantly opposed to having the surveillance technology be used as a “Big Brother” tactic for employee discipline. The meeting ended with the CSU declaring impasse after only 3 meetings, so we are challenging their position and will continue to honor the M/C process.&lt;br /&gt;
	&lt;br /&gt;
	AB 119 – the Public Employee Orientation Law (NEO) has been in effect since June of 2017. The bargaining team continues to struggle with the CSU to get correct New Employee Orientation language in our contract. &lt;br /&gt;
	&lt;br /&gt;
	&lt;strong&gt;CSU BOARD OF TRUSTEES&lt;/strong&gt;&lt;br /&gt;
	Catastrophic Leave Donations: In the aftermath of last year’s devastating wildfires, CSUEU leaders, Chico President Jessica Westbay, VP for Representation Rocky Sanchez and myself, have had many conversations with CSU leaders, trustees and Presidents to advocate for revisions of Title 5, California Code of Regulations, Article 4.2, Catastrophic Leave Donation Program. We recommended expanding the current catastrophic leave donation program, so employees from other campuses could donate their leave credits to those campuses designated as a natural disaster/state of emergency. With the encouragement of the Chancellor and Vice Chancellor, the Committee on University and Faculty Personnel have made the changes to the Catastrophic Leave Donation Program. We are appreciative that in this instance, labor and management collaborated successfully for the greater community good.&lt;br /&gt;
	&lt;br /&gt;
	&lt;strong&gt;SEIU&lt;/strong&gt;&lt;br /&gt;
	SEIU President Mary Kay Henry has appointed me to serve on the Public Division Leadership Board; this brings our Union more visibility and will enhance our voice inside SEIU’s executive board decision-making process.&lt;br /&gt;
	&lt;br /&gt;
	On April 26, Legislative Committee Chair Vicky McLeod and I traveled to Las Vegas to participate in SEIU’s National Forum on Wages and Working People convention. The forum included 6 democratic candidates running for Presidents. &lt;br /&gt;
	&lt;br /&gt;
	Additionally, Vicky, along with Legislative Vice-Chair Sarah Schraeder and Pete Rauch attended the state Democratic Convention in San Francisco in May.&lt;br /&gt;
	&lt;br /&gt;
	&lt;strong&gt;HEADQUARTERS REPORT&lt;/strong&gt;&lt;br /&gt;
	Following the resignation of Executive Director JoAnn Juarez-Salazar on May 8, the BOD approved hiring the consulting services of Margolies &amp; Potterson to help with the search and selection of a new ED. The Board also authorized the creation of an ad-hoc Executive Director Search Committee consisting of executive officers, board of directors and staff. I have appointed the members of the committee and the Board is scheduled to vote on their concurrence during New Business. The consultant expects to have an ED in place by Dec. 1, 2019.&lt;br /&gt;
	&lt;br /&gt;
	Administrative Staff Laura Cawthon is retiring in August after 7 years of service. We thank Laura for her many contributions to our Union and wish her a most happy retirement.&lt;br /&gt;
	&lt;br /&gt;
	Cal-OSHA: We received an unannounced visit by Cal-OSH inspectors on April 11 regarding floor dust potentially affecting employees’ health. The air quality was checked for airborne particulates and passed. The landlord has been informed and is continuing to make repairs to the floors.&lt;br /&gt;
	&lt;br /&gt;
	Communications Committee: Rob Garcia informed me in May that he would be stepping down as Committee Chair for health reasons. Rob was instrumental in introducing our Union to Constant Contact, a mass email system. Under his leadership, we consistently reached thousands of CSUEU-represented employees with important union updates. I have appointed Isabel Banuelos to chair the committee and Andrew Bowling and Jessica Dalton to fill the two vacancies on the committee. The Board will vote on their concurrence during New Business.&lt;br /&gt;
	&lt;br /&gt;
	Chapters’ 511 Release Time: A huge thanks to chapters who stepped up and helped our Union cover the costs of holding this weekend’s Board meeting. We received 537 hours of donated chapter release time. This is a huge cost savings, so thank you, All, very much. &lt;/p&gt;
