The agreement will need to be ratified by CSUEU membership and approved by the CSU Board of Trustees. </p> <p>The following Q&A covers basic terms of the agreement. Members may have more questions such as how the new Steps structure will affect them. Please plan to attend a <a href="https://csueu.org/news/archive/tentative-agreement-informational-meetings-on-campus-and-via-zoom" target="_blank">chapter meeting on your campus</a> where union leaders and staff will be able to address individual questions related to salary.</p> <p><strong>Q: What did we win in this tentative agreement?</strong><br /> Fiscal Year 2023/2024: All employees will receive a 5% General Salary Increase (GSI) if on active payroll as of Oct. 31, 2023. This will be retroactive to July 1, 2023.<br /> Fiscal Year 2024/2025: All employees will receive a 5% GSI if on active payroll as of July 1, 2024. <br /> Fiscal Year 2025/2026: All employees will be placed on a salary structure with Steps, guaranteeing 2% annual increases for satisfactory evaluations. <br /> In addition, management agreed to hire a third-party to review and fix the problem of misclassification which affects thousands of members. More than 8,500 CSUEU represented employees are in classifications due to be modernized.</p> <p>Bottom line: Starting with the 7% negotiated salary increase we won in July 2022, and adding in the two 5% GSIs for this year and next, our members will have seen pay increase by 17% over three years.</p> <p><strong>Q: What are Steps and how are they different from the current compensation structure? </strong><br /> The current structure we have is an “open range system” in which an employee can have a salary anywhere from the bottom of the range to the top of the range. An employee is placed at a salary during hiring and it’s up to the employee to submit IRPs, put in for reclassifications, or work with their manager to increase the base salary. <br /> A step system is a predictive movement through the salary ranges. This kind of a system allows our members to plan their lives around where they will likely be next year and adjust as necessary (when we adjust the scales through bargaining) along the 20-year path outlined in the steps schedule.</p> <p><strong>Q: Aren’t Year 2 and Year 3 salary increases contingent on funding?</strong><br /> Future raises that we have negotiated have always been contingent on funding. In this contract, the increases are contingent on funding of the Governor’s compact with the CSU, which is a commitment to increase annual state funding of the CSU by 5% over the fiscal years of 2022-23 through 2026-27. The increase must be greater than $227 million. We are very confident that these allocations will be made. </p> <p><strong>Q: How do I find out how the new Steps structure will affect me?</strong><br /> Review the <a href="http://csueu.org/Portals/0/Documents/2023/CSUEU%20Complete%20TA%2010.11.2023.pdf">Tentative Agreement</a>, and if you have questions, attend a Zoom session or an in-person meeting with union leaders and staff. See dates <a href="https://csueu.org/news/archive/tentative-agreement-informational-meetings-on-campus-and-via-zoom">here</a>.</p> <p><strong>Q: Why didn't we fight for Steps to start next year?</strong><br /> As part of the agreement, we got Management to concede that thousands of our members perform work that does not match their classification standard. This systemwide misclassification means workers’ pay does not fairly reflect their scope of work. The CSU now agrees to have a third-party vendor review the classification problems and provide an appropriate salary structure and grade associated with it. This will likely affect more than 8,500 CSUEU-represented employees and the process will take time.</p> <p>With the expected classification changes, it would not be possible to transition to a Steps structure for everyone in Year 1. Implementing Steps in Year 3 allows us to work with the CSU to place members properly on the new scale and everyone’s transition to Steps can happen simultaneously.</p> <p><strong>Q: Were there any takeaways in this contract? </strong><br /> When we started negotiations, the CSU wanted to remove language in emergency pay, layoff, and IRPs. Additionally, there was concern that we heard from many of our employees that they wanted no changes to their health benefits and fee waiver. Ultimately, the only thing that we agreed was the ability for the CSU to increase monthly parking costs in year 1 by $2 (starting Jan. 1, 2024), year 2 by $1, and by $2 in year 3. </p> <p><strong>Q: What does the "me too" language mean in this agreement?</strong><br /> If another union receives greater than 5% in Years 1 or 2, we go back to the table to negotiate.</p> <p><strong>A: Are we going to support CFA/Teamsters if they go on strike?  </strong><br /> Our focus now as CSUEU members should be to review the <a href="https://csueu.org/Portals/0/Documents/2023/CSUEU%20Complete%20TA%2010.11.2023.pdf" target="_blank">Tentative Agreement</a> and VOTE YES which is the unanimous recommendation from our Bargaining Team.</p> <p>Our CSU Labor Coalition continues and each Union is free within the Coalition to determine its own priorities for its bargaining unit(s). <br /> Under our Contract Article 6, we cannot officially support or participate as CSUEU in the APC/CFA/Teamsters strike-practice rallies.<br /> However, as dedicated individuals and staff members, CSUEU members still have the opportunity to stand in solidarity with our union siblings. CSUEU Bargaining Team reached a <a href="https://csueu.org/Portals/0/Documents/2023/CSUEU%20Complete%20TA%2010.11.2023.pdf" target="_blank">Tentative Agreement</a> on Wednesday (Oct. 11) with CSU management, which, if approved by the CSUEU membership, would be historic for delivering a transformed and more equitable salary steps structure for CSU Support Staff. The Bargaining Team unanimously recommends a YES vote on the Tentative Agreement. </p> <p>The agreement would extend the current contract through 2026. Units 2, 5, 7 and 9 staff will get a 5% general salary increase (GSI) effective July 1, 2023 with full retroactive pay. They will get another 5% raise effective July 1 of 2024, less than 10 months from now. We will then transition to steps on Oct.1, 2025. </p> <p>This win is 30 years in the making – and WE made it happen through our unwavering commitment and pressure on CSU leadership throughout the bargaining process. We <a href="https://www.youtube.com/watch?v=xoOyN7cIUEk&t=2604s" target="_blank">spoke up</a> in front of the Board of Trustees; we advocated with state legislators at the state Capitol; we marched and chanted at <a href="https://csueu.org/rally-2023sept12" target="_blank">rallies</a>; and we made sure the <a href="https://www.sacbee.com/news/local/education/article272087387.html" target="_blank">media </a>carried our message far and wide! </p> <p>On Wednesday, nearly 400 workers from across Southern California campuses gathered at CSU Long Beach to support the Bargaining Team on what would turn out to be the final negotiation session. Sibling unions from our Labor Coalition as well as a cadre of Student Assistants also joined in the noontime rally.</p> <ul> <li>Fiscal Year 23/24 with retro to July 1, 2023 for those on active payroll on Oct 31, 2023: 5% GSI</li> <li>Fiscal Year 24/25 effective July 1, 2024: 5% GSI</li> <li>Fiscal Year 25/26, effective Oct. 1 2025: Movement of all employees into their target step of the new salary structure which will have new minimums and maximums with 2% between each of the 20 steps.</li> </ul> <p>As typically happens in any give-and-take bargaining, there were trade-offs. In this agreement, the CSU has the right to increase parking. We limited the increase to $2 per month after Jan. 1, 2024; $1 per month in the 24/25 fiscal year; and $2 per month in the 25/26 fiscal year. This limits the parking increase to $48 over the three-year contract. This is optional for campuses to implement. Going into bargaining, members had a valid concern that management would attempt to get concessions on healthcare and other benefits in Article 21. Our Bargaining Team was able to protect major benefits and limit changes to parking only.</p> <p>The CSU agreed to timely, third-party assisted classification reviews to address the issues in class standard deficiencies identified in the Mercer Study.</p> <p>We were also able to secure a clause in which if another union receives more than 5% GSI in Fiscal Year 23/24 and Fiscal Year 24/25, we will go back to the table to negotiate additional increases for our members. </p> <p><strong>What’s Next</strong><br /> We will hold many Zoom town halls and in-person meetings as we move towards contract ratification. CSUEU chapter leadership welcomed more than 150 union supporters to a noontime rally that included <a href="https://www.youtube.com/watch?v=0pf9n-LR4UY" target="_blank">Student Assistants</a> and our Labor Coalition partners from Teamsters, APC and CFA. And once again, our Bargaining Team got a big boost from a roomful of more than 80 observers!</p> <p>From the start of bargaining, CSU negotiators have ignored substantial proposals from our Bargaining Team. However, we want to recognize that in their last offer, CSU management did move from a 3% General Salary Increase (GSI) in the first year to 5%. Our Bargaining Team determined that it was time to make substantial movement from our side as well. Our counter-proposal delivered this week: </p> <ul> <li>Year 1: 6% GSI; the employer is offering 5%.</li> <li>Year 2: Implement the steps program by first adding 4% to the table that the employer is offering, and paying individuals who are higher than the top step $2,000 for each year they are over the top.</li> <li>Year 3: Each employee would move up a step (until they reach step 20) and the steps would also increase by 2% percent.</li> </ul> <p>All contract proposals from CSUEU and CSU are posted <a href="https://csueu.org/contractreopener2023" target="_blank">here </a>(www.csueu.org/bargaining).</p> <div> </div> <div> </div> <div><img alt="Bargaining Team meets with observers" src="https://csueu.org/Portals/0/Images/Rotators/2023%20DH%20Rally%2019SEPT/DH%20A.jpg?ver=s4lUN2ZsO7LNJIkZgqpDsA%3d%3d" /></div> <p> </p> <p><strong>ADJUSTMENTS TO CSUEU PROPOSAL</strong></p> <p>This week's CSUEU proposal has the following adjustments: </p> <ul> <li>Move to 2% between steps</li> <li>Move from 7% GSI to 6% GSI</li> <li>Agree to require satisfactory or better evaluation (or no evaluation) to advance a step. This was the system used in the past and we have heard from a significant number of members that they agreed with this policy.</li> </ul> <p>What we refused to do: Concede on the employer’s proposal to allow additional salary increases at the sole discretion of the campus president. We want a more objective process.</p> <p>We also rejected the employer’s demand to eliminate the IRP process and emergency pay as well. Furthermore, we rejected the employer’s proposal to increase parking rates and to change the layoff language. We are also insisting on a rapid, objective process for reforming the classifications (especially procurement, athletic trainers, administrative support series ASA/ASC, AAS, EHS and information technology staff) that needs to be done to ensure a fairer, more equitable steps implementation. </p> <p>Finally, one significant adjustment from our previous proposal is that we agreed to let the employer use the state-wide wage table for the three Bay Area campuses and move people in the higher cost-of-living region to higher steps to compensate. We warned management that we think this will be a disaster in implementation and will result in inequities and not save the CSU any money, but if they were determined to do it, we weren’t going to stop them. We also told them that when it does fail, we will be ready to discuss implementing our proposal at any time.</p> <p><strong>WE ALREADY WON STEPS!</strong></p> <p>These modifications to our proposal were hard to make, but the Bargaining Team is determined to get an agreement that works. And we should remember one important point: We already won steps. Now we are figuring out what the new salary steps structure looks like and how to implement it successfully. There is still important work ahead - worth fighting and even striking for. But every CSUEU member should be proud of the victory we've already secured.
