The California State University and the CSUEU have reached a systemwide voluntary telecommuting program that provides CSU campuses with a standard policy to opt in without further bargaining with our Union. The telecommuting program has the following features: • Covers voluntary telecommuting arrangements between employees and departments (excludes mandatory emergency telecommuting related to the pandemic). • Requires telecommuting assignments to list specific duties during telecommuting. • Provides for occasional requests to attend on-campus meetings. • Provides for reimbursement for equipment and supplies as determined by the supervisor. • May be full or part-time (hybrid or rotating assignment). • Hourly employees are provided a fixed schedule. To be eligible, employees must be able to perform their work remotely and meet normal performance standards. Employees with below average performance ratings are not allowed to telecommute. All other employee rights under the union contract, the law, or university policies remain in effect, including leaves and overtime. Employees are responsible for filling out a home inspection checklist. A wide variety of university assignments have proven to be remote-eligible. Not all current telecommuting assignments due to COVID will continue past the date of campus repopulation, but there is a new awareness by administrators that many jobs can be performed from home and some are even better when done remotely. All CSU campuses are encouraged to opt in. Campuses that do not will not have voluntary telecommuting policies unless they separately negotiate with the Union.
