STEPs Status
- What the contract says
- CSUEU’s contract states that salary step placement starts in October 2025, unless the final 2025 State Budget Act fails to allocate $227 million in ongoing funding for that purpose.
- What the State Budget Does
- The 2025 Budget Act does allocate the required $227 million—but it spreads it across three years, rather than delivering it all immediately.
- The state also provides $252 million in one-time funding and a zero-interest credit line to help CSU manage near-term cash flow.
- What CSU Management is Doing
- CSU administrators claim that because the 5% increase is deferred (2% in 2026–27, 3% in 2028–29), they are not obligated to implement the salary steps now.
- They have informed the union they want to reopen the contract, and sent mass emails to employees saying labor groups are “mistaken” about the funding.

- The Union’s Response
- CSUEU has filed charges with the Public Employment Relations Board (PERB) arguing CSU is violating both the contract and labor law.
- Implement salary steps in October 2025 as contractually required.
- Stop communications that confuse or deter employees.
