The CSUEU requested state audit of CSU finances has been approved.
In its continuing efforts to hold the CSU accountable, a bi-partisan legislative committee today unanimously approved a CSUEU-requested state audit of the CSU's finances. Authored by Assemblymember Sharon Quirk-Silva (D - Fullerton), the audit will assess the CSU parking program and the nearly $3.8 billion being held in accounts held outside of the State Treasury.
The audit's passage follows two recent state audits - also CSUEU-sponsored - that were highly critical of the CSU's management practices and executive compensation, lack of budget oversight and harmful health and safety practices.
"The state needs to send a message on behalf of CSU employees that we demand transparency and accountability when it comes to university finances," said Quirk-Silva. "We have to do better for our students and employees."
A legislative inquiry spearheaded last year by CSUEU, uncovered billions of dollars that the CSU was holding in outside accounts Read: CSU Outside Accounts - CSU Response. Some of this money was raised during the state's 2009/10 budget crisis, when the CSU deposited $682 million from higher tuition and employee furloughs and lay-offs. At the end of 2017, nearly $2 billion of this funding was unrestricted and on-going monies that can pay for CSU expenses.
"It's inexcusable how the CSU ignores the needs of its support staff in the name of profits," stated CSUEU President Neil Jacklin. "Together, we will continue to fight for the respect and fair wages our members deserve."
The approved audit will also investigate how parking revenues are used at four CSU campuses, and whether the CSU is complying with state law in its operation of campus parking programs. The targeted campuses are Channel Islands, Fullerton, Sacramento and San Diego.
It is anticipated that the audit will be completed in early-2019.
