1. Overseeing mass communications to all represented employees;

2. Producing at least two statewide newsletters to represented employees each year;

3. Overseeing the periodic distribution of mass electronic communications to all represented employees;

4. Maintaining control of editorial supervision and content of mass communication to all represented members; and

5. Developing communication training policy.
